The Baxter Industrial Park was created by the Baxter City Council in 1984 and welcomed its first tenant, Lakeland Ready Mix, in the spring of 1985. The park is serviced by full utilities with the electrical and natural gas vendor dependent on location. The Park has electric power supplied through the Brainerd Public Utilities or Crow Wing Power & Light Company. Natural gas service is available from CenterPoint Energy or Xcel Energy. City property is available in Phase III of the Industrial Park offering lots of various size and dimension.

The park is serviced by nine-ton roads (all weather) and storm sewer. As a part of its development, the Park’s tenants are encouraged to keep their property clean and landscaped according to Baxter’s Landscape Ordinance, making the area aesthetically pleasant. The Park is connected to Highway 371 via signalized intersection on College Road.
