Utility Bill Payment Options

The City of Baxter offers various options to pay your utility bill.  The options are outlined and detailed below. 

• Baxter Free Auto Pay - Utility payments may be set up to deduct continually from a checking or savings account monthly by completing the Baxter Free Auto Pay Application Form and returning to the City of Baxter.  Once established, the monthly utility bill balance will automatically be deducted on the 5^th of each month.  The no-cost auto pay program is not available through the BS&A Online Software setup.  The Baxter Free Auto Pay Application must be completed and returned to the City of Baxter.

• Pay Online (One-time or Recurring)- Utility bills may be paid online also through the BS&A Online Software third-party processor with either a credit/debit card or an electronic funds transfer through your bank checking/savings account as an Automated Clearing House (ACH) deduction.  The BS&A Online Software option can be used for recurring payments or processed as a one-time payment.  Note: there are third-party processing fees associated with this option.

• In Person - Payment may be made in person at city hall or placed in the drop box outside city hall.  Payment may also be mailed to the City of Baxter. 

Baxter Free Auto Pay Program

The City of Baxter offers a free program to have your monthly utility bill automatically deducted from your checking or savings account on a recurring monthly basis.  The free auto pay program is a service that pays your utility bill balance automatically every month as an Automated Clearing House (ACH) deduction from a checking or savings account on a recurring monthly basis.  The automatic deduction occurs on the 5^th of each month.  Please complete the following Auto Pay form to sign up for this service and return to the City of Baxter.

Pay Online by Bank or Card through BS&A Online

1. Enter your account number including any leading zeroes and special characters (ex. 001234-001) and click Search icon
2. Click Review and Pay
3. Modify amount if needed and click Pay Now
4. For one-time use, choose “continue as guest” to simply pay your bill by credit/debit card or bank account.
5. For repeated one-time payment use, choose “create an account.” Select a user ID and password with the city’s new merchant vendor (an active email address is required for a BS&A confirmation link). For repeated online payments, log in with your user ID and password.

6. BS&A Autopay by Bank or Card with Processing Fee

   •  Note if Autopay is setup through the BS&A autopay program, the processing fees outlined below will be added to the utility bill.  Sign up for the Baxter Free Auto Pay program for recurring payments without the processing fee, if interested in the no-cost option.
   •  This can only be done when you have a balance due.
   1. To establish an automatic withdrawal from your checking account or credit/debit card, you must create a new account with a user ID and password (see above instructions).
   2. Add your checking account or card information as a payment method.  Check the box next to Enable Automatic Payments.
   3. You must submit payment during this initial setup to establish the new autopay preference.   
   4. Payment method preferences need to be managed directly from the website. The city does not have the ability to make changes for you as this is strictly customer-based.
   5. The amount of your utility bill plus the assessed fee (listed above) will automatically be paid.  You will still receive your bill via mail or email if you are set up for paperless statements and your bill will display the words “AUTO PAY.”

• All credit/debit card payments are assessed a 2.95% + $0.50 convenience fee.
• All BS&A online payments from your checking account will be assessed a $1.95 convenience fee for any transaction.
• The convenience fees are assessed by and entirely retained by the third-party processor and are non-refundable.  The city does not retain any portion of the convenience fees.

• Mail a check to City of Baxter, Attn: Utility Billing, 13190 Memorywood Drive, Baxter, MN 56425.  There is no charge for paying with a paper check.

 Pay in Person

• Visit City Hall, 13190 Memorywood Drive, during the regular business hours of 8 a.m. and 4:30 p.m., Monday through Friday, to make a payment by check or cash at the front desk or use the drop bin.  There is no charge for paying by cash or with a paper check.   
• Use the metal drop box in front of City Hall, 13190 Memorywood Drive for a check payment.
• Payment may also be made with a credit/debit card at the front desk. The transaction will be assessed a third-party transaction convenience fee of 2.95% + $0.50. 

Payment must be received in City Hall on or before the due date to avoid late fees. Postmarked dates are not used. A 10% late fee on the outstanding bill amount is assessed after the due date of the 10th of the month.

**All returned checking account payments are subject to an NSF fee**
